Pedro M. B. Silva Girão
Pedro M. B. Silva Girão (M’00–SM’01) received the Ph.D. degree in electrical engineering from the Technical University of Lisbon (UTL), Lisbon (Portugal), in 1988, and the Doctor Honoris Causa in Electrical Engineering from the Technical University “Gheorghe Asachi" of Iasi (Romania) in 2009. In 1975, he joined the Department of Electrical Engineering, Instituto Superior Técnico (IST/UTL), first as a Lecturer and currently as a Full Professor.
In 1997, he joined the Instituto de Telecomunicações, where he is a Senior Researcher, and currently, the Head of the Instrumentation and Measurements Group and the Coordinator of the Basic Sciences and Enabling Technologies scientific area. His main research interests include instrumentation, transducers, measurement techniques, and digital data processing, particularly for biomedical and environmental applications. Metrology, quality, and electromagnetic compatibility are also his areas of regular activity.
Dr. Girão is author or co-author of 1 international standard, 10 patents, 6 books, 26 book chapters, 65 papers in international journals with peer review, and more than 250 papers in proceedings of international conferences. Senior Member of the IEEE, Dr. Girão is member of the editorial board of Measurement (Elsevier), IJMTIE (IRMA), IJCIT (SP), Sensors & Transducers Journal and Magazine, and TSSD (SHAKER-VERLAG), a regular reviewer for IEEE Trans. on Instrumentation and Measurement, IEEE Trans. on Biomedical Circuits and Systems, IEEE Sensors Journal, IEEE Signal Processing Letters, Sensors and Actuators (Elsevier), Optics and Laser Technology (Elsevier), and member of the technical program committee of IEEE I2MTC, IEEE SPICES, IEEE SSD, IEEE CIVEMSA, IEEE Sensors and IEEE MeMeA (co-chair in 2014), IEEE ICSIMA. In 1998, with António Cruz Serra, he organized special session WP6 - ADC Testing, for IEEE ICECS. Dr. Girão maintains also a strong relationship with IMEKO: vice-president in charge of the XIX IMEKO World congress (2006-2009), currently member of the Advisory Board and Honorary Chair of TC-19, and member of the organizing committees of tens of events, namely as General chair of 2009 XIX IMEKO World Congress.
With an intensive academic activity, Dr. Girão continuously served academic management functions at Instituto Superior Técnico, namely as President for Administrative Affairs (IST CEO) and as Dean of the Department of Electrical and Computer Engineering, and also as member of the direction, general council and fiscal board of private, not-for-profit university based RD&I institutions. He was involved, as an expert on Electrical Engineering, on the Strategic Project “Doctorate in Universities of Excellence – Research Assessment and Support for Scientific Publishing”, coordinated by The Romanian National University Research Council and by the Executive Agency for Higher Education and Research Funding, Romania, in September 2011, and he is, since 2014, external expert in committees formed by Greek Universities for the evaluation of professors of different levels.
Dr. Girão led and participated in tens of international and national funded projects. He is an expert for Horizon 2020 Advisory Groups ( European Commission), and served as European Commission External Expert for Evaluation and Assessment of Proposals and Projects in FP7 and in FP5 RTD Programmes and as Portuguese Delegate to the Standards, Measurements and Testing Program of the 4th EC Framework Program. Between 2009 and 2013 he was a member of the Executive Committee of Fusion for Energy - the European Union’s Joint Undertaking for ITER and the Development of Fusion Energy that ultimately will contribute towards the construction of a demonstration fusion reactor at Cadarache (France) – and since 2012, he is a member of the Safety Commission of the Portuguese Research Reactor.
Chartered engineer by the Portuguese Order of Engineers (OE), Dr. Girão is OE senior and advisor member and currently a member of OE Admission and Qualification Council. He is a founding member and Vice-president of Sociedade Portuguesa de Metrologia (SPM), member of Sociedade Brasileira de Metrologia (SBM), and president of Maria Inês de Menezes Vaz de Sampaio Foundation.
